For what it's worth, in 2002 nobody was taking on Cobra's due to several incidents nationwide. Even the specialty insurance companies were telling me to give them a try after I had a year or so of driving without claims. My American Family agent told me that they could not insure replica's, kits or specialty vehicles of any kind but when I got desperate and told him that I found someone who would take me but I would have to move all of my cars to them (it was true), he called back within 20 minutes and said they could do it. $600 a year, full coverage, no mileage limits, no driver limits. When I retitled it as a 65 replica 2 years ago, it was their idea to lower the rate even more.

Try Robin at midwest classic insurance. Agreed upon value, and you can drive it too work ocasionally. I went with them, and they are very reasonable, with roll over miles. Here is what he told me:

2. The premium is $375.00 for the car as quoted, per attached. This is paid annually unless in excess of $500. Occasionally driving to work, not more than twice a week, and total mileage not to exceed 3000 per policy year.

I know they also have a 6000 mile policy.

Just thought it may help. Hope this doesn't break any forum rules, but they were recomended by FFR on their web site, and about the only people I could find, unless my car was built by a certified mechanic. (certified maniac...yes, certified mechanic....no!)
 
I went with Grundy after checking with State Farm, American Family, Country, and others telling me no way! Grundy has no mileage limits, but does have limits on where the car may be driven, I haven't exactly read ALL of the fine print, so I can't say this would be the right company for you.
