Dear Tom:

Thank you for contacting me regarding universal health care. I appreciate the opportunity to share my thoughts with you on this issue.

While I support the idea of access to health care for all Americans, government-run, nationalized health care is an unrealistic goal. The problem associated with enacting such legislation is that there is great disparity over how to provide such coverage. Democrats favor a system run by the federal government which would essentially expand the current Medicare system and de-emphasize private health care plans. However, the current system is in disarray. It is expected that if Medicare does not undergo substantial structural reforms, it will be insolvent by 2019.

Recently, House Democrats introduced legislation that would overhaul our current healthcare system. The estimated cost is $3.5 trillion over the next 10 years. To put it in perspective, consider this fact: only four countries have a gross domestic product (GDP) larger than the total cost of the Democrats' health care legislation. They are: the United States ($14.3 trillion), Japan ($4.9 trillion), China ($4.4 trillion), and Germany ($3.7 trillion).The nearly 200 countries whose GDP is less than $3.5 trillion include: France, the United Kingdom, Italy, Russia, Spain, Brazil, Canada, India, Mexico, Australia, South Korea, and the Netherlands.

Additionally, according to a study by the Lewin Group, the plan could force more than 100 million Americans out of their current health care plan and onto the government rolls. A Congressional Budget Office (CBO) report on a similar plan authored by Senate Democrats would force at least 23 million Americans off of their current plans.

Placing restrictions on enacting such legislation without any thought as to how it should be implemented is simply illogical. We need to reform our current health care system before we open ourselves up to creating a larger health care crisis in the future that we may not be able to fix.

I am pleased to be part of a group of legislators who believe in market-mediated solutions for 21st Century healthcare. The transformation of an entire healthcare system is a slow process, but emerging technology holds much promise for the future. I believe that by empowering and informing consumers to manage their medical care, we can achieve a superior system. Patients should be in charge of their own medical information, and a holistic, prevention oriented approach that rewards responsible decisions can reduce the long term cost of care while providing patients with superior service.

For that reason, I have co-sponsored a variety of different pieces of legislation that will improve our health care system. I have supported legislation that allows consumers to purchase health plans across state lines, thereby allowing the consumer greater flexibility in shopping for a health care policy.

I have also supported legislation that would create association health plans (AHPs.) In effect, this would enable small business owners to join together with other small businesses in purchasing health plans as large corporations are allowed to do. I also favor common sense legislation that reduces the number of frivolous lawsuits that currently contribute to the rising cost of health care.

In addition, I have supported a variety of different proposals that would improve and expand the availability of Health Saving Accounts (HSAs), flexible spending accounts (FSAs), and tax credits to small businesses in order to improve health care access.

In addition to more accessible and less expensive medical care, I believe we must leverage modern technology, from Health IT to pharmacologicals, to prevent medical errors, eliminate fraud, encourage less-invasive procedures and invest in research that leads to cures for diseases.
