Japan Earthquake damaged road.....

So how does Looting affect repairing a damaged road?
 
Some areas in the usa when we have a disaster we also have a problem with looting. In japan they don't have this issue Hmm wonder why. And they work over there while our crews like to watch. You ever see the upside down shirt pockets on state road workers T shirts. That is to hold the shovel they lean on so it won,t slip out if they fall asleep.

So how does Looting affect repairing a damaged road?

Looting affects manpower in 3 ways:

1. The looters are not doing any work.
2. The people being looted are busy trying to stop the looters....and are not doing any work.
3. The police are busy arresting the looters....and are not doing any work.

The Japanese just all pitch in and work. The result is a new road in record time.
