Fuel Tank leak

Many threads on ffcars and I think I have the info I need, but wanted to see methods used by members here. Thanks to Rich for posting the part number for the tank seal. And for someone posting this pic:

So, I don't have the bracket shown in the above pic. Do I really need it? Also, overflow, when you are filling your tank, what catches your overflow? There is a vent on my tank that is plugged, what would that be for?
 
I don't have the bracket either. Its main use to prevent the the pipe from pulling out if you are in an accident. I just have a hose on the vent/rollover fitting that loops up the fill tube. Going to make a charcoal filter for the end of it.
